Use the following algorithm to determine if a year is a leap year or a common year:

If 4 is not a factor of the year then it is a common year,

else if 100 is not a factor of the year then it is a leap year,

else if 400 is not a factor of the year then it is a common year,

else it is a leap year.

This algorithm is the most efficient method of determining if a year is a leap year or not using the fewest operations for the majority of years. If we assume the year could be anything in the closed range 1501 to 2500 (a range of 1000 years), 750 of those years (75%) are common years, all of which are caught by the first if statement (not divisible by 4). The remaining 250 years are all divisible by 4 and will fall through to the second if statement, which eliminates a further 240 of those 250 years (96%), all of which are leap years (divisible by 4 but not by 100). The remaining 10 years are divisible by both 4 and 100 and will fall through to the final if statement which eliminates a further 75% of those years, all of which are common years (not divisible by 400), which leaves us with just 3 years, 1600, 2000 and 2400, all of which are leap years.

The following is a (verbose) example implementation using C or C++:

Note that the % operator is the modulo operator. The return value is the remainder of integer division of the left-hand value by the right-hand value. If the result is 0, the right-hand value is a factor of the left-hand value, otherwise it is not.

The following is a more succinct version using implicit casts from unsigned to boolean. We can also eliminate the otherwise redundant else clauses and take advantage of constant-expression compile-time evaluation:

By declaring the function constexpr, the compiler can take advantage of compile-time evaluation when the given year is a constant expression or a literal constant. For instance, a good compiler will convert this:

To this:

bool leap_year {false};

This completely eliminates the runtime cost. However, the following version will remain unchanged because the given year is a variable which must incur a runtime cost:

The runtime cost itself is minimal given the efficiency of the algorithm.

A leap year is not a physical phenomenon. It is a property of many calendars that is added in an effort to keep it in sync with an actual cycle in nature, like, for example, the earth's orbit of the sun.

In the Julian calendar, which is the predecessor to the Gregorian calendar, the most popular today in the western world, every fourth year is a leap year. In the Gregorian calendar, every fourth year is a leap year with the exception of three years out of every 400. The last exception was the year 1900, and the next exception is the year 2100.

You are describing 'negative reinforcement'. People very often confuse negative reinforcement with punishment. Punishment is clearly not a reinforcer in the context of operant conditioning. Negative reinforcement is. The frequency of a behavior goes up when that behavior results in the removal of a noxious stimulus. It would work for me.

Leap Year isn't a holiday, and isn't really "celebrated". It's an adjustment to the calendar that's

necessary in order to keep the year on schedule with the sun.

If there were no leap years, then the seasons would keep getting earlier. After about 320 years,

the first day of Spring would happen on January 1, summer would start around April 3, autumn

would begin around July 4, and Winter would arrive around October 4.

Every community and culture in the world that uses a calendar, or trades goods or communicates

with any other culture or community that uses a calendar, incorporates some kind of 'leap' adjustment

in their calendar.

You are safe in saying that July 2nd is the middle day of the year because: the mid-year point occurs at noon on July 2nd on non-leap years, and just as the day begins on July 2nd on leap years.

On non-leap years there are 182 days that fall before July 2nd, and 182 days that come after July 2nd. The mid-year point is therefore in the middle of the day on July 2nd.

On leap years, the mid-year point occurs at midnight between July 1st and July 2nd. At this point 183 days have passed, and there are 183 days yet to happen (including the full day of July 2nd).

The math for this is straight-forward. There are 365 days in a non-leap year, and 366 days in a leap year. Since days of the year do not start at 0, they start at 1 this is the formula you can use to calculate the mid-point:

MidYearPoint = (daysInTheYear / 2) + 1

(365 / 2) + 1 = 182.5 + 1 = 183.5 = Noon, July 2nd

(366 / 2) + 1 = 183 + 1 = 184 = Beginning of the Day, July 2nd.

*July 2nd is the 183rd day in non-leaps years, and it's the 184th day in leap years.

There is a slight flaw in the preceding, it appears to be have been overlooked that in the many countries that use "summer time" where the time has been advanced in Spring by one hour, that the actual mid point in the year is at 1300 hrs (one hour after noon) on 2nd July in a non leap year... to explain: 182 days and 12 hours (4,380 hours) have elapsed and there are 182 days and 12 hours (4,380hours) remaining. And in leap years the mid point is at 1:00 am (one hour after the start of the day) on the 2nd July when exactly 4392 hours have elapsed and there are 4392 hours remaining.

In 2014, the middle day of the year also falls on the middle day of the week (Wednesday).
