I had the exact same problem, with the same model car. You need to replace the idol air controller valve. I bought one at the local repair shop for 80$. It should not take more than a few minutes to fix. It is located on the backside of the intake manifold. It is a black box near the center,and in the back. It has an electical connection that clips on the side of the box. There will be two bolts that will require an 8mm wrench or socket to take off. This is important....the replacement part(if new from the part store) will have to be put on the Opposite of the one you take off. In other words, on the topaz model, you will be putting the new part on upside down.

anything can be replaced. however, which pwr strng line are you reffering to? the pressure line, the metal one, is a pain in the ***! it took my friend 4 hrs to do, and it winds dwon, around and up halfway through your motor to connect on the other side to your steering at the firewall. the part is very cheap, but labor is atrocious. my quote was $250 just in labor. i believe you can find the *how to* in a car manual. you do not have to buy at the store, you can go to the local library and find one, well, you should be able to. and copy the pages from the book so not to get grease on the book. my friend was able to do it with my manual. i more than the nike commercial above.
