You will find it under the steering wheel covers and plate (3 of Them) First remove the fuse cover panel located on the Far Left end of the dash board drivers side, which you pull upwards. Next unscrew the Top plastic cover under it held in with Phillip Hex Head screws, under that you will find a Large 5x 10 approx. (Metal Panel held in with 10mm Hex Head screws (unscrew it). To the rear upper left You will see Original Relays, the one your looking for is located to the right of one that has an Orange end connector ( if not sure turn signal on and you will feel it clicking, Disconnect the Orange connector by pressing on the bottom tab, pull it out and put it aside, Next you will need to disconnect the combo flasher connector which is a pain because the heat that distorts the plastic and makes it almost impossible. You can use a 10 inch screwdriver inserted in between the bottom edge of the relay and the plastic lock in tab , turn it clockwise to snap the Tab (Replacement combo relay does not have this tab, so to secure it after installing, use tie straps. Install new one ( PepBoys sells one for 32.00 with tax made by Tridon Novita LM470 Lighting Control Module ) and test.

This is used for aftermarket replacement and used for replacement when you use L.E.D kits which needs a Heavy Duty Resistor Relay or else you will keep investing in O.E.M parts at a very high cost.

Most people believe it is the turn signal switch handle because they can hold it partially up and works , but its not. That would cost 92-130.00 plus an extra 4 hrs and rarely fails unless you intentionally try to break it.

I have a '98 Town Car and found that the turn signals and flashers had stopped working, but running lights were still good. I ruled-out the lighting control module, by having been told it was very reliable. The turn signal arm is fairly easy to remove. The steering column shroud (cover) is held together with Phillips screws underneath. But the steering tilt engagement arm will need to be unscrewed before the blinker arm can be pulled down and out. The tilt-arm is screwed in w/some wicked locktite. I had to use vice grips with a swatch of bike-tube rubber to keep from marring the metal. after that, the blinker arm can be removed with a 7mm socket, and the 2 wiring harnesses can be unplugged. After removing the arm, I cleaned the unit with a can of QD electro-contact cleaner (plastic safe) from the home center. I did this WITHOUT disassembling the actual blinker-arm unit. Instead I found numerous openings in the plasiic housing to inject the cleaner. After giving the unit a little time to dry, I plugged the 2 harnesses in back in, and everything worked like new.
