I have 2 98 devilles. I couldn't find mine either. I listenned to the one that works. I FOUND IT! Sitting in the drivers seat is is under the panel just above your left leg. You have to stand on your head and reach up under that panel. There is a clip on the flasher that holds it in place push up on the unit it is somewhat covered by a piece of foam rubber. Hard to see the unit is pointed up with the wires pointing down.It will release off the panel and fall in to your hands. Then separate the connection to the flasher. Reinstall new. The one I bought does not have a clip so It won't be remounted up under the dash.

I just got done doing this on my 1991 Tracker, and found the flasher in the same place. It must not have changed through 95. It was a knuckle buster, and I suggest removing the front access pannel (below steering wheel for a better view. Had to use a screwdriver (from front panel) to pry the unit up and out of it's slide mount - generic replacements do not have the mounting slides. I remounted it by taping it off to a more accessable location - just in case it comes up in the future.

it is under a black plastic cover at the right side of the car as you look under the bonnet. it is right at the rear you undo about 5 screws, which hold the cover in place. to do this you will have to undo the bolt securing the battery and without taking the battery off move the battery to the side so you can get your screwdriver in behind the battery. once you have managed this, pull off the cover you will see either two separate relays near the front or one large one ( usually yellow in colour ). I am no expert, but I recently found what I think is the back up light switch for my 85 vanagon w/ manual transmission. I didn't have another to replace it with and test it, however it is relatively easy to get to and try. Looking from the rear, on the left hand front of the transmission you'll find two wires that lead to a two pronged mechanical pressure switch. Unscrew it from the transmission. Swap the wires and install the replacement.

io mate all i need to do is turn the seat ajuster lever so u can push it all the way forwardf and then jigle the seat and pull it up and forward until it slides all the way of the rails.
Here's a little information about this.
1. Most often miss understood is programing. Programing the button REMOTE portion of the key is simple and referred to as matching.
You do need 2 keys. You must be able to lock the drivers door and have the red led alarm light next to the lock button blink. If it does not blink, the alarm does not know the door is closed and will not go into matching mode. Put one key in the ignition switch, turn on, do not start engine. Close the door, use 2nd key, turn door lock and hold in lock position for 10 seconds. Release key to neutral position.
Press a button on the remote, within 2 seconds press the same button again, the turn signal lights will flash,
this indicates your remote matches the car system and is now recognized. Unlock door remove key from ignition.
So don't pay extra 99 cents to $5 for these instructions in hopes of getting the KEY to function with the car.
Instructions are only for the keyless remote, not the key.

Open up the rear hatch. On the inside, behind the housing for the lights, are two black plugs, about the size of a nickel. Pop these out with a screwdriver (they don't unscrew, you use the screwdriver to wedge them out). The light housing will now swing out. There are two black circular bulb holders on the the inside of the light housing. The bottom one contains the flasher; twist it out and you will see the bulb, which simply pulls out. They are available at any car part store for about $4.
This is a great answer in regard to rear turn signal bulb replacement. The flasher unit itself is not in the tail light housing.
