Firstly slacken the 6mm hexagonal bolt on the tensioner pulley which can be accessed from the O/S/F wheel arch, then slacken the 6mm hexagonal bolt on the tensioner mount. This will allow you to adjust the tensioner at the bottom of the mount. By turning anti-clockwise the tensioner will tighten, clockwise loosen.

This is a thin, long handle with a socket on the end that sticks out at 90 degrees of the handle. The socket slips onto the bolt-head of the tension-er pulley. Once the serpentine belt is threaded around all the other pulleys you put the untensioner tool on the tension-er pulley bolt and pull (or push) to achieve slack in the serpentine belt and slip it on the tension-er pulley.

Chances are the belt and tensioner is not the problem. Your water pump is. Check the bottom of the water pump and see if there is some anti-freeze comming from the weep hole. If there is then that is the problem. Anti-freeze will cause a serpentine belt to come off because of its lubricating properties If there are not leaking fluids dripping on the belt that would cause it to come off then, it sounds like a belt alignment problem. You should check your mechanics guide to determine how to adjust the alignment.

There is a sleeve around this bolt that will come out after the bolt is gone, allowing you to take the belt out and replace it with a new one. Just check out the front engine mount and you will see which bolt has a sleeve around it to remove (lower front bolt if I remember correctly).
Make sure to memorize/write down how the belt follows the pulleys -before- removing the belt. You don't have to do this, but it sure makes putting the new belt in much easier as you don't have to learn how the belt makes its rounds.

Usually you just push on the belt with your thumb (this is actually what the factory service manual pictures) to check its tension. when it is properly adjusted, tighten the bolt up to 23 N-m (17 foot pounds) so the adjustor won't slip. Used belts have a slightly wider range of adjustment. If you tighten it up and it becomes loose quickly, it's time for a new belt. Never let a old belt break on you and leave you stranded, they cost much less than a tow.
