Dis-connect the battery first. There should be a hole in the bottom of the steering column, underneath the lock. If you can get a small screwdriver, or punch, and push in on the release button for the lock, while the lock is in the "run" position. You should be able to pull the lock out of the cylinder. If the part of the key shank is not too badly damage, you can then work it out of the lock, and it will be re-useable. Use some graphite and and the spare key to work the lock before putting it back in. If the key shank is too mangled, then you can get another lock from the parts store for about $15.00.

Just to clarify...on the 2001 the hole is in the top of the cylider barrel and the key will have to be turned to the first notch. If it is fully engaged, it will not release the cylinder. Remove the lower column cover first by removing the three screws that hold it the bottom cover in place.

They are both on the same circuit depending on the model of vehicle you have. Look at the fuse panel and if you have a manual that will tell you the tail light fuse then check it. If not then pull them one at a time and replace any you find that are bad. If none turn out bad then there is a relay in some models after the fuse. It should be mounted under the steering wheel dash area.

I have had to go underneathe the car and use a pair of vise grips or pliers to turn a crank that is to the rear drivers side of the tire. that is about the only way to do it unless you have the crank that hole is for the crank to go thru. it veers to the left a little is why it looks like it doesn't go anywhere.
