If you can hear the motor engage in the window unit but the window will not move up or down then problem is with the gears in the power window motor unit. What I have done in the past is open the door, place one hand on the outside of the glass then take the other hand and place it on the inside of the glass and attempt to push it back to the top, if the window is all the way down then the door panel has to be removed. once you get the window up it will stay up.

I am having the same problem my drivers side window will not go up but it will go down. Ford pulled a fast one and made it so all of the switches on the drivers need to be replaced together. There is a black box containing all of the window switches as well as the window lock. This whole piece needs to be replaced. To get this part the top piece of the armrest needs to be pried off with a scewdriver in the gap between the lower armrest panel. Once that is off disconnect the harnesses below. The black box need sto be replaced.

If your drivers side window operates properly it is not a fuse problem. Both windows work off of the same fuse. You most likely have a window motor or regulator problem. I would start by pulling off the door panel and rehook up the switch and see if you have any movement. If not check for power. If you have power it is the motor!

you will need to remove the door panel and check the motor on the regulator. if the gears are bad you can usually just change them. (auto parts stores usually have them). if the gears are good you need a new motor.
Its under your dash to the left of your hood latch to open up your hood. There is a black cover on it that you'll need to remove. On the cover is a diagram of all the fuses underneath. The driver window relay will be shown as the very top left fuse. it is in the driverside door it is a little brown relay with a screw whole on each end I had the same exact problem, I just loosened the three mounting bolts on the window motor and it went right up. re snugged bolts,greased the track and any other moving parts I could get to. works like new.
