I had the exact same problem on my 1996 civic hatch 1.6 liter 4cyl. It was a simple fix once I found the problem. If you look under the intake manifold at the rear of the engine there is a pack of wires. This pack rubs on the bottom of the intake and crates a short which screws up the speedo, sets of the check engine light and gives a trouble code (if you know how to read the check engine flashes) that there is a problem with the O2 sensor, and somtimes the headlights would surge. Just crawl under the car when it is up on stands and gently turn over the pack of wires under the intake to expose the bare wire or wires. Tape them up and away you go. My car had 230,000 km when this problem occured. It was a royal pain to find but a cheap easy fix.

This sensor is actually located inside of the distributer cap under the rotor button. To change this part remove the distubuter cap and rotor button only 2 star screws holding each part. Once you remove the rotor button you will notice the cam sensor. This part is also held by 2 not 4 star screws but does not come directly out once the screws are removed. You will notice a notch on top of the distributer. This notch need to be aligned with the cam sensor. Align the notch by turning the ignition slightly until the small notch is aligned with the sensor, then you can remove the 2 screws and the sensor. Takes about 20 minutes from start to finish. I found it extremly helpful to have the manual, this book will tell you where everything is and how tho fix it and it is not hard to follow. If you are not keeping the old O-sensor wires intact then use a regular deep-set 7/8in socket to remove the sensor if the slit-socket spreads to much to remove it. most of the ones that i have changed are the same. there is an electrical lead coming from the o2 sensor with a connector. unplug this lead. if yours has no connector you will probably have to cut the lead. make sure you look at the color coded wires because the new 02 sensor has to connect in same fashion. the auto parts store should have a special socket for o2 sensor. the replacement o2 sensor depending on vendor will be a oem type replacement, or a generic. both shold ave wiring information to make job simple. 1. disconnect lead. 2. remove sensor (may need to remove heat shield if in way.) 3. replace sensor. 4. connect lead. 5. codes will probably have to be reset otherwise will continue to show o2 problem
