It can just be a judgment call. Can you do the work yourself or will it have to be done at a shop. Usually if a car is totaled it is because it will cost more to fix than it is worth. As a car gets older it takes less to total one. If it costs half of retail that will probably be enough. If you do the work yourself it can make sense to fix a total. I do it regularly. On average, buying a totaled car and fixing it you will have about half of retail in it. Sometimes only third. You might think a given car is worth it and I wouldn't.

Home supply stores have long, easily cut pieces of foam insulation. It's darker in color and is tube shaped like the pipes it's used to insulate. The stuff is cut down it's length so that installation simply involves pulling it open and slipping it over the pipe. That's after it's cut to length of course. Most installers using the stuff run tape along the slit where it was cut to close the gap and seal it.

Insulating alone won't protect water lines from freezing. Heat tape is the best way to go. If it's possible to rerun the main water line so more of it is up inside the under belly above the insulation then you will have less that needs a heat tape.
