No, shocks are designed to dampen the rebound from the suspension and not provide support for the vehicle. The exception would be air shocks. You'll need a coil spring compressor. Jack up the rear end. Remove rear tire. Open the rear trunk - remove rubber cover / locate the "three" mounting bolts to the assemby. Remove lower mounting bolt on strut. Remove strut assembly -caution ... it's under a lot of pressure from the coil spring. Remove the OLD strut from the assembly. To replace the new strut, you'll need to compress the coil spring as much as possible. Re-assemble the strut to the mounting hardware. Push the "three bolt" assembly through the trunk mount and tighten. Re-attach the lower mounting bolt to the strut.
Be advised "under a lot of pressure from the coil spring." Is a serious understatement. You need a special tool to compress this strut and attempting to disassemble strut without the tool locking it in could result in SERIOUS injury or even death.

Struts are a suspension design that diminishes the problems associated with an "un-sprung mass".
The un-sprung mass is the mass of the wheel, tire axle and whatever else follows the road surface.
The vehicle floats along on the springs, hopefully making a smoother, more comfortable ride. When a tire hits an uneven part of the road surface, the mass/inertia of the vehicle causes the springs to deflect, allowing the tire to move over the surface of the road imperfection while, hopefully, not transferring too much vertical acceleration into the vehicle.
Here's where the struts come in:
Struts are a lightweight version of the shock absorber/suspension/spring assembly.
Once the spring deflects, the wheel goes up. The spring of the strut is still pushing down on the tire/wheel assembly and once the vehicle is past the road imperfection the tire will be pushed back down. Now the un-sprung mass has vertical inertia.
With inertia of the the un-sprung mass comes the potential for harmonics, meaning that the un-sprung mass will bounce.
Struts and their predecessors "shock absorbers" dampen out the harmonics caused by hitting such road imperfections. By minimizing the bouncing of the wheel, the driver is better able to control steering and stopping.
There is quite a bit of confusion about what struts and shock absorbers do in a vehicle and while the struts are a combination of a shock absorber and a shock absorber, most of the time people only replace the central shock absorber part of the strut.

I did this not too long ago on my '92 Tempo GL.
The steps should be the same: 1) jack up the car under the frame..not the suspension
2) remove the wheel
3) remove the (2 or 3) bolts that connect the strut to the suspension
4) get inside the trunk and remove the carpetting. it's a bit of a challenge and wears ya out quick! remove the OUTER 2 BOLTS ONLY. don't even touch the inner cause that holds the spring in place which is under a heck of a lotta pressure.
5) take out the strut assembly
6) if you plan to keep the old spring with the new strut, then use a spring compression tool and remove it from the strut
7) line up the spring in the new strut and put it together
8) release compression tool when strut is secured safely and correctly
9) line in up back into the rear well and only start the top 2 bolts (this way you have some play in the strut to get it back together.
10) then line up and bolt in the suspension or whatever
11) then tighten those 2 bolts at the top from inside the trunk
12) try to get the brake drum as vertical and as close to "normal" as possible
13) put the wheel back on
14) let the jack down. Congrats..you're half way done. Just so ya know it would about make a preacher cuss if you don't have the right tools. IMPORTANT!!! -->make sure you have an alignment done or it will eat up your tires. most people think that just cause they are the rear wheels they dont need it, WRONG! they need it just as much as the front wheels. I believe you can simply use a deep 9/16 1/2 inch drive socket on a long extension and put the socket on the nut on the shock and simply rock the bar back and forth and break the nut off and the shock will drop down.

The same air pressure is applied to both air bags so they should lift the same amount, however when the weight in the car is removed and the ride height is too high, the control unit opens the solenoids to vent some air. If the control unit only sends the vent signal to one solenoid or the wiring to one of the solenoids is bad, then only one would vent so the other side would stay high. Check wiring and connecters. If the air system is ok, it will still lean if of the car is heavier on one side or if one of the front springs is weak or broken. These are just guesses and I am assuming the limo is the same the cars I am familiar with. .
If the car does not have "air ride", Look for a broken spring, low tire pressure or a bad strut.
A broken Leaf spring would cause it to lean to one side.
