1) Remove passenger side wheel
2) Take off the plastic access panel that is low and to the right in the wheel well opening. It has several plastic screws.
3) You can now see the tensioner pulley and lower belt. Use a 14mm socket on an extension and loosen the bolt on the pulley.
4) Behind and under the pulley bracket is an adjuster bolt. Loosen that to be able to move the pulley upward and allowing for the belt to come loose and off. This is now a good time to change that lower drive belt. It will now flop right off the AC compressor, tensioner pulley, and crank pulley.
5) Reassemble in reverse order.
6) I did not put the cover shield back in place. I've driven two NY winters with it off. It is not a must have.
7) With that access panel not there, it is now a breeze to adjust the belt tension or change the belt or pulley. I just park the car with the wheel cut hard right, then reach right in and adjust or replace the belt and pulley in minutes.

GM tensioners are spring loaded to provide the correct tension on the serpentine belt. If the belt is loose, either the tensioner is bad or you're using the wrong belt.

How do you stop pulley from turning to loosen bolts?
If there is a slot in the pully, you stick something in the slot that is long enough so that it will, when the pully turns rest against some non breakable component on the vehicle and stop the pully from turning.
If you are trying to get the crankshaft pully off, you will usually need to access the point where the transmission connects to the engine flywheel. You then need to stick something strong, like the flat edge of a prybar into the flywheel to keep it from turning while you put pressure on the crankshaft pully bolt. This usually requires help from another individual. It is very important that what you use to hold the flywheel in place is strong enough to keep the flywheel from turning without breaking. If you break it off in the flywheel when turning it, there is a good chance that you will find yourself removing the transmission to get whatever broke off out. If it breaks off and you don't remove it, it will damange your transmission.
If you have an impact wrench with an air compressor, this can probably be done much more easily as long as your impact wrench is strong enough to break the bolt free and you can fit it onto the bolt.

How do you fix a squeaking idler pulley on a dodge caravan?
I just fixed this problem today. My van is a 2000 Grand Caravan with the 3.3 and 165,000 miles. it has been an extraordinarily reliable van, but recently I've been chasing this squeak. It has taken me 6 months to narrow it down, but today I nailed it. Months ago I replaced the belt and pulleys with stock replacements along with the power steering pump and A/C clutch assembly. They stayed quiet for about a month then slowly the squeak came back. My next move was to replace the stock belt and pulleys with the gates double sided belt and grooved idler/tensioner pulleys and a new tensioner. My van never dropped a belt in wet weather, but due to it's age and this persistent problem I pulled the trigger on this kit. It began squeaking again in a week. I don't know why I didn't think to do it earlier, but I pulled out my mechanics stethoscope, removed the end so that it was just a straight hose and held it near all of the pulleys as the van ran (you could use a piece of fuel line and hold it up to one ear, it's almost as effective). The harmonic balancer/crank pulley was the problem. Shining a flash light on it with the engine running showed that it had a bit of run-out, but only a slight amount. The wobble was only about 1 mm. I ordered a cheap replacement from Amazon and installed it. The squeak is gone. Check all of your pulleys, but especially the crank because it has a rubber isolator that breaks down and causes the wobble. You'll need a 3 jaw puller to remove the old pulley. Be careful not to over-tighten the crank bolt because it WILL break. Put a drop of motor oil between the head and washer and use loc-tite on the threads. I took me way more time to drill and tap the crank to fix the broken bolt than the pulley swap took. GOOD LUCK!

You'll likely have a hard time getting the power steering belt off and back on. Check the online manual for locations of pivot bolts, adjusting bolts, and locknuts for both the power steering belt and the alternator, as well as a routing diagram for each.

On most newer cars, the crank pulley is one piece with the harmonic balancer.... Remove it with a harmonic balancer puller.
