the answer is quite easy actually it falls into 3 catergories.timing is usually the first and best place to start,get a timing light and see where your timing is set,if it is outta time then correct it.secondly start by making sure your carbeurator is clean and operating the way it should be.is it delivering to much fuel or not enough make sure your fuel and air adjustments are correct especially on aftermarket carbs.and last but not least your camshaft,if it is an aftermarket cam and was installed professionally some cams are supposed to have a rough idle for instance.a crane cams energizer camshaft 272h thru 302h has a rough idle im using the 274h and atwith 274 degrees adv.duration and a gross lift of .450 degrees with an r.p.m range of about 1800-to 5800 i have a rough idle this is to be expected even if your an at home mechanic you should read about the cam you are using does it have smooth,good or rough idle they all work very efficently depending on your performance needs...

Positive Crankcase Ventilation (PCV). The PCV valve acts as a vent to the upper engine removing excess combustion gases via vacuum lines that plug into the valve. A dirty or restricted pcv valve and cause excess pressure on internal oil seals and gaskets.
A PCV valve is a valve (or fixed orifice metering device) which adjusts airflow through the PCV system to allow PCV operation without adversely affection fuel metering. The PCV system moves air from the air cleaner through the crankcase, then into the engine intake. The function of the PCV system is to mix fresh air with contaminated air in the crankcase (contaminated by blowby gasses as partially burned exhaust slips past the piston rings) to then burn off the contaminants during normal combustion inside the engine. The purpose of the PCV system is to protect the oil from degradation, sludging, and acidity caused by exposure to blowby gases without venting it to the atmosphere (polluting.)
Such damage to the engine oil would tend to shorten engine life.
How do you change the pcv valve on a 1993 Toyota Paseo?
First, locate the pcv valve. It is on the top of the valve cover in the center of it and has a small hose(about 4" long) going into the intake manifold. Now you will need needle nose pliers to remove the clamp from the pcv valve. Take your pliers and grab the round clamp at the two ends facing up and squeeze until the clamp opens. While holding the clamp open, gently move the pliers left and right while pushing towards the intake manifold. Once the clamp has moved off the valve, release the pliers. You should now be able to remove the rubber hose from the valve. Pull the hose off the valve. Now that the hose is removed, you should see the plastic end of the valve(right angle shape) Next, hold the valve at the base of the grommet(this is on the valve cover) pull up on it while twisting it back an forth. This part may be a little hard as some pcv grommets are tighter than others. Removed it little by little. Don't try to pull it out all in one shot or it might snap apart. I'd recommend getting your replacement pcv valve from the dealer. I've seen some aftermarket valves not work properly. Now the reinstall. Take your replacement and put a small amount of oil(very little) on the valve where it inserts into the valve cover. push straight down on the top of the valve until it is fully seated. When the valve is fully seated, you should be able to turn the top of the valve into position facing the intake manifold. Now, attach the hose to the new pcv valve and use pliers to move the clamp back into place on the hose. You will notice a ring shaped imprint in the hose where the clamp should be seated. edit: I advise also replacing the grommet since it will eventually get so hard and brittle that when you do have to replace it it will break up and pieces will fall into the engine.
