It is located inside the tailgate - you will have to remove the trim panel. Be careful not to break the tabs which hold the "Christmas tree" retainers to the panel!

You will also have to remove the rear wiper arm. In order to do that, you will have to lift the arm, put a small screwdriver under the little retaining spring that holds the arm to the wiper motor shaft.

Once the wiper arm is removed, you will have to remove the large, narrow nut that holds the trim piece (where the washer hose passes through the tailgate) in place.

While you're there, you may want to replace the trim ring, as they often become brittle with age, and the nipple which the washer hose attaches to will break. Many Jeep dealers still stock this item, and it goes for less than $10. Don't be surprised if your old one is gray and the new one is black!

Once you get those items removed, you will have to unplug the old motor and then remove four 10mm bolts from a bracket which holds the motor to the tailgate.

I also have a 99 prizm with a blinking air bag light. It started blinking in 2003. Took it to the dealer and they told me it was the SRS module and replaced it for almost $1500 bucks (dealer covered charges). 1 month later, started blinking again. took it back and dealer said it MAY BE the air bag solonoid on the passanger side. This would cost me $900 dollars to replace as that was not covered by warranty. I asked if that was for sure the problem. They responded that it was merely the next step in the flowchart. The SRS module was first, then solonoids, then airbags etc. This could potentially go on infinitum. Hence, You can take a chance and ignore it like I have, or go down the expensive rabbit hole chasing a cure for what is probably a Chevy/Toyota fantom problem. I also have a 99 Prizm, and mine blinks, too! I have no idea why. It stopped a few months ago and has stayed off, but I'm sure it will come back eventually. Good luck!
