It is located inside the tailgate - you will have to remove the trim panel. Be careful not to break the tabs which hold the "Christmas tree" retainers to the panel!
You will also have to remove the rear wiper arm. In order to do that, you will have to lift the arm, put a small screwdriver under the little retaining spring that holds the arm to the wiper motor shaft.
Once the wiper arm is removed, you will have to remove the large, narrow nut that holds the trim piece (where the washer hose passes through the tailgate) in place.
While you're there, you may want to replace the trim ring, as they often become brittle with age, and the nipple which the washer hose attaches to will break. Many Jeep dealers still stock this item, and it goes for less than $10. Don't be surprised if your old one is gray and the new one is black!
Once you get those items removed, you will have to unplug the old motor and then remove four 10mm bolts from a bracket which holds the motor to the tailgate.
Please re-phrase your question; it appears you are saying the brake lights come on when you push the brake pedal and the lights are working (normal operation). If the lights are staying on after you release the pedal, then the problem is with th brake light switch (sticking). Thanks Malcolm

I also have a 99 prizm with a blinking air bag light. It started blinking in 2003. Took it to the dealer and they told me it was the SRS module and replaced it for almost $1500 bucks (dealer covered charges). 1 month later, started blinking again. took it back and dealer said it MAY BE the air bag solonoid on the passanger side. This would cost me $900 dollars to replace as that was not covered by warranty. I asked if that was for sure the problem. They responded that it was merely the next step in the flowchart. The SRS module was first, then solonoids, then airbags etc. This could potentially go on infinitum. Hence, You can take a chance and ignore it like I have, or go down the expensive rabbit hole chasing a cure for what is probably a Chevy/Toyota fantom problem. I also have a 99 Prizm, and mine blinks, too! I have no idea why. It stopped a few months ago and has stayed off, but I'm sure it will come back eventually. Good luck! Why can't a dealership mark up the rate and make a profit? Are we not allowed in this great country of ours to operate a business and make a profit? With most customers only willing to pay invoice or cost on a vehicle, where else can we make a profit. Anyway most states put a cap on the amount of rate a dealership can make usually 2 to 2 1/2 percent. If a consumer would pay the Manufacturers Suggested Retail Price or MSRP then maybe we wouldn't have to find alternate means of generating a profit that supports our business and employees. People that have had a bad car buying experience at a dealership generally have brought it on themselves because of their lack of knowledge and understanding. Lets reverse it and put it in your shoes, if you invested $25,000 of your own money into something with the sole purpose of reselling it at a profit, how much would you expect to make? Is a $500 profit a good return on your investment? is $1,000?? $2,000?? "Educate before you negotiate" and your car buying experience will be a whole lot easier and headache free.

Also check the reservoir on top of the Master Cylinder to be sure it isn't seeping, too.
