well first I'll make the point that the question is for the REAR heater core and not the front on which the person failed to see. To fix the issue, I have not had any issues with mine(98 Expedition). Either buy the owner's manual/repair guide and that should help.

- The thermostat could be broken that is the part that is connected to the side of the engine where the radiator fluid flows in. The fan not working could be a bad ground or or bad connection somewhere this is a tedius process however you should check out all of the wiring to the fan and the fuses and see if there are any problems. Whether the heater is on or off the fans should come on as soon as the vehicle starts.

Jaguars, depending on the model, have a seperate pump for the hot water for the heater. It's located on the left front inner wing, it is difficuult to see and remove. This is the most common problem on XJ40, X300, X305 and X308 shape jaguars. Same pump is used on X and S type too. Cost between £35-3&0 on ebay.
Try Bar's Leak. It's less harsh than block sealant and is helping a bit on my '88 Chevy Nova with 210k. It's also cheap ($3.99).
I would NEVER put a stop leak in a cooling system. The system relies on open passageways to flow and cool the motor. The stop leak such as the BAR's product does not know the difference between a passegway inside the system or a passageway out of the system such as a leak including a headgasket problem. (Supposedly, the head gasket sealant solidifies due to the much higher temperature of the cylinders.) If you plug up a cooling system you now have to find where the plugged area is. This could end up being a problem in the thermostat, radiator or heater core. Is it worth the risk for a temporary solution?

Yes, the heater uses and cools hot water from the engine that would otherwise have to be cooled in the radiator. But, this only works if there is enough water to circulate. If your engine is overheating from insufficient coolant, the heater won't be much help.
Turning off the air conditioner will always help. The air pulled in the front grille passes over the hot AC condenser before it gets to the engine radiator. The AC compressor also puts a load on the engine, so turning it off will make less heat in the engine.
