Both r be hind the pully so feel for the bolts heads by putng yr fingr in thr cutouts on the pully face. i needed a 1/2" socket and 2" extndr to losen the bolds, pwr strng pump is free so i got the last bolt out to tke off my water pump.

First the valve cover has to be off, then, near the end of the shaft with the pully on it is a hole through the shaft. You can put a good sized Phillips screwdriver through this hole to hold the shaft while you break the bolt loose. If I remember, the bolt is Right hand thread.

I assume that you have a 2.3L. Then you use a 3/8 drive rachette that will fit into a square slot on the tensioner. There is not much room, but the ratchette alone will fit and when you turn the ratchette, sometimes very hard to move, the tensioner will release, while holding the tensioner with one hand, remove the belt, and when ready to install the new one, after you wiggle it around the pulleys, do the same thing on the tensioner and slip the belt on. Just check to make sure the belt is on all pulleys properly. Not really a huge job. Look on the top back side for the square slot. Good luck.

As for the idler pulley itself, it's pretty simple to locate - it's the pulley which only spins, and doesn't actuate a pump, alternator, compressor, etc. Removing it is as simple as loosening the belt, unbolting it, and installing it in the opposite order.

The shaft on my pump has a hole in the end with an "Allen" type inset which has nothing to do with removing the pulley. (its not a screw). It is very hard to do but you will need a 12mm socket for the alternator and a long 12mm wrench to loosen the bolts on the other pully and a 10mm Allen wrench to adjust the A/C belt
You can not remove a power steering pump on your car and expect it to handle like a car with out power steering. Removing the pump will make it very hard to steer because the rest of the steering components are made for power steering.

How do you install a power steering pulley on a 2002 voyager?
First you'll need to remove the pump. You will need to do this from underneath, so make you have the truck safely supported high enough to work comfortably underneath.
With the pump out, you will need to remove the pulley. Use a power steering pulley puller and very specifically not a jaw-type puller to remove the old pulley. At best, the jaw pullwer might remove and destroy the old pulley, but more likely it will just break pieces of it off making a big mess and such. That's not what you want.
To press the new pulley on, you can use a special toolkit made just for this purpose. I expect you haven't got one so we'll go with plan B which is actually much simpler. The special toolkit is complicated and not much fun.
Bring the pump to your local hardware store or home improvement store or auto parts store. Find a bolt that screws nicely into the shaft of the pump. Write down the size of this bolt including thread size.
Next, purchase a HARDENED STEEL BOLT that size and a nut to fit and three washers and some grease.
Apply some oil to the shaft. Using just your hands, put the pulley onto the end of the shaft as straight as you can. You won't be able to push it on, but you can get it stuck there pretty straight. Do this.
Next, coat the threads of the bolt with the grease and the washers also. Screw the nut all the way onto the bolt. Put the three greasy washers onto the bolt next. Then, with these items in place screw the bolt into the shaft. While holding the bolt with one wrench, use another wrench to screw the nut so that it pushes the pulley onto the shaft just a bit.
Next, unscrew the nut a few turns and tighten the bolt into the shaft a bit more., then use the nut to push the pulley on as far as you can. Remove the nut, then the bolt. Flip the washers over, then screw the bolt back into the shaft. Again use the nut to push the pulley on as far as possible.
Loosen the nut again and remove the bolt again.
Verify that the pulley sits flush against the shaft. If it doesn't correct this.
If at any time the bolt breaks off, this means it wasn't a well hardened bolt. Remove it and get a good bolt.

That is a really bad idea, firstly the pulley and crankshaft are two different metals so the weld wont hold anyways ( pulleys are cast ) then there is a very slim chance that it will be perfectly centered when you are done, then theres warpage from the heat, and dont forget that once its welded it wont come off again.. I suggest if you have stripped the bolts that hold it on that you drill and retap the threads to a slightly larger size and use appropriate size and grade bolts, the next step would have to be replacing the crankshaft and remember when putting pulleys on never use a steel hammer.
