Could be a diesel? If not then replace your oxygen sensor on your exhaust. A bad oxygen sensor causes the exhaust smoke to be dark in color.

There isn't a modulator valve on the 1998 Windstar. Its all electronics these days.
What you need to look for is the Range Sensor that is bolted down on top of the transmission, just under the air breather assembly. You can see the black sensor when you open the hood just in front of the drivers side.
I had just replaced this due to the transmission slipping out of gear while doing 50-60 MPH. Normally doing this speed, the RPM would be at 2000 RPM. When the transmission slips, the RPM shoots up to 3000 RPM and the Van goes out of high gear and looses power to the wheels.
The Range Sensor for a 3.8 Litre is Part Number F5DZ-7F293-BA. It's the flat black sensor with an electrical wire harness connection. It takes approx.1/2 hour to replace. Very easy installation and very cheap $50.00 Cdn to replace. Good luck and hope it works. Jim
Well I have a '96 Cavalier with a 2.2 and I was actually looking at my EGR Valve today. Its actually very simple! I dont know if you know much about cars but if your looking at the motor from the front of the car, on the right hand side is the thermostat; right behind the thermostat is the EGR Valve. On the EGR valve is a plug. All you have to do is take that plug off of the top. Then on the EGR valve at the bottom is 2 bolts. Remove those bolts and pull off the existing EGR valve. If your new one didn't come with a gasket make sure not to ruin the old one. Now all you have to do is replace it the exact opposite way as taking it off. Its actually very simple. If you can remove two bolts then you can do it.

The PCV valve should be under the intake manifold- pretty tough to get to w/o actually taking off the manifold. The EGR valve should be on the intake manifold itself. The O2 sensor should be threaded into the exhaust manifold(id by wire attached to it). Good Luck;)

What I find odd though is that there is an EGR part for the 90 - 93 Integra and it's not cheap. The only thing that the manual says is that you should refer to your VECI label located under the hood to see if your vehicle has an EGR valve. All other illustrations are shown from a Legend.

How do you replace an egr valve on a 1995 Chevrolet Beretta 3.1 liter V6?
#1 Are you replacing the entire unit or just one of the three solenoids ? Best to change all at once. It's held on by two 10mm bolts. And you should always change the seals when ever you loosen the valve or you may wind up with an exhaust leak. And since there are some plastic tubing nearby you need to be careful they don't get too close or you'll melt them.
#2 , If you have an EGR code it is very very possible that it is a pluggage (carbon) problem for my 95 Beretta 3.1 has done this several times first remove the rubber boot that is between the air filter and throttle body then remove the throttle body then remove the bolts holding down the EGR and lift it out of the way look for the small tunnel like hole that runs from the EGR into the intake you can see one side by looking right behind where the throttle body was removed from on the right hand side wall you will have to find something to dig out the little tunnel so that the EGR can sense the flow again and your check engine light will stay off also clear the light by disconnecting the negative on your battery for a few minutes.
