Where is the turn signal flasher on a 1996 Volvo 960?
It's part of the mechanism contained in the hazard flasher switch module. It's really not just a hazard switch but a whole multifunction assembly for regulating activity of the turn lights -- L or R from the stalk, as a hazard set, and for alarm-set flashing.
The unit extends back about 6 inches from the little faceplate, so as you gently nudge it forward out of the faceplate (it's just a friction-fit), be prepared for how long it is.
The harness at the back has two plastic retainers, one on each side. See how they have to be bent -- very slightly and very gently! -- for the harness to slide out. BUT -- before taking off the harness, be sure to tie a cord securely around the wires behind it, so it will not slip back out of reach! (There is a lot of tension on it, as you pull out the assembly.)
I just discovered the above this morning, so I could check the continuity of the leads in the wiring harness, to be sure the wires and lights all worked and the switch unit really was the culprit, for my left-signal always on symptom. I'm glad i did check first, because the symptom recurs, when I connect the power (lead #6) and whatever is lead #9 -- so the way-expensive hazard unit seems not to be the problem (and it works fine for flashing all four and flashing right -- just not the left or all when the key is on). I'll have to ask you all about that situation -- but if someone as ignorant as i am the only one to answer the question I just did, I don't have high hopes of someone else answering my followup question!
"IF" it Only happens on the left side then it is prob'ly just a bad earth. Check the contacts on the left indicator housing and/or the bulb. If it is on both sides (the fault) then your repeater box (the electronic component that builds a charge and releases it with a characteristic "clicking" sound) maybe worn-out. But it maybe a short-circuit. The fact that is only on the L-side leads to the conclusion that a bad-earth or a short- circuit on the left side wiring is the cause!...(Maybe!) Check that the bulb is in contact with the Cars earth! It maybe that simple. (If all else fails, see an Auto-electrician, .....or read the Cars repair manual! Look in the "Eletrical system" Trouble-shooting" Section ) ...good-luck!

The turn signal flasher relay is located on the driver's side, under dash, driver's side of steering column, mounted on fuse side of fuse panel.

It is a combination turn and brake light, with a double contact on the bottom of the bulb. Go to a Ford dealer and take the bulb out and go in and ask for a new one, and get a spare bulb for next time, too. Install the new bulb and replace the lenses carefully, as the plastic can be broken if you tighten the screws too much. Make sure you get the waterprofing gasket in properly, or the tail light assembly will fill with water when you wash the truck next.

I have a 1997 and mine are underneath the Cig lighters. Take the bottom panel screws out and you should see them. I changed mine with only taking several of the screws out. Good luck!!!!!!!!!!
Possible a bad turn signal flasher
You more than likely have a blown bulb. if the flasher was bad the left side indicator on the dash would not blink. do a quick inspection around the car with the left side on and then the right, you will notice which bulb is blown.

New Imput: Before you go through the hassell of attempting to remove the lower steering column cover (and the lower cover plate) like I did...try this first. You can press and release the hazard light switch multiple times; It isn't used very often, so it gets gunked-up. Someone else's answer said to spray some WD40 around the button...I was concerned about putting any liquid where an electrical current passes thru a switch (I guess WD40 isn't just a liquid). If that doesn't work, then you should be able to access the switch under the dash without removing either of the steering column covers or the lower panel; unless the problem exists on the button located on top of the steering wheel. I've had to fix a lot of things on my 1999 Fxxx Txxxxx, now I am swapping out usable parts on my 1998, don't even get me started abot the transmission or the overheating problems I've had. Thanks for the detailed directions below if any of these steps don't help. FordStrated...get it? Frustrated most likely it is the multi-function switch, which also includes the turn signals and light dimmer switch. You will need to remove the plastic shroud around the steering wheel. Also, you will need to remove the ignition switch to access it. Simply unplug it and install the new one. They are about $45-50 dollars at a parts store.

Where the turn signals flash "fast" on one side or the other, that usually means that one of the lights is out, or not working.
One this particular van, make sure you check ALL of the light bulbs on each side: Rear turn signal, front turn signal, and the front side markers on each side. If one side if flashing at the normal speed, you will have something to compare against.
