im not totaly familiar with this particular car but you may have inadvertently tripped the security ignition cut-out,if in fact they have one,hope it helps ,can you specify which circuit the fuse protects?
The Beetle doe not have a security cut out. Is the car cranking over? If not check your fuses on top of battery if it is cranking then check your fuel pump relay if that is not the problem it is probably the fuel pump they go just like that. Turn the car off and it will not start fuel pump is bad
Why would only the high beams work on a 1996 Dodge Intrepid?
Try checking the fuses (#15 and 16 in the fuse block) and if they are intact try changing the bulbs (be extremely careful doing this so as not to break anything); the low beam filament might have gone bad on both bulbs. If not there might be a problem with the metallic contact within the plastic connectors (very unlike that both would simultaneously fail but check any way) or a component (wire, and/or switch etc) in that particular circuit for the low beam.
If you want to reset the light just remove the positive cable from battery for 5 min and reinstal this puts puter in reset mode.

There is a screw on the front support holding the coolant reservoir in place. Remove the screw, and use pliers to remove the return hose from the radiator cap. Take the coolant return reservoir out (may be tight due to the battery location, if you cannot remove it, removal of the battery will be necessary) and set it aside. Reach inside the hole, remove the plug from the back of the 9004 bulb, and there will be a plastic ring around the bulb housing, twist it counterclockwise and remove it. Pull the burned out bulb, and replace it with the new bulb. Repeat the steps to reassemble.

VW stamped all type 1's and pre '72 type 2's on the right case half just below the generator pedestal.
The first and sometimes the second digit/letter denotes the basic engine group.
So the best you can do is narrow down the engine to a group.

Look under the bumper and you will see two large Phillips head screws right in front of the wheels. Take these two screws out and bend/move the plastice piece out of the way. Now you can easily get to the bulb. There is a cap that twists off that protects the wires and back of the bulb. Twist this off and then remove the plug portion from the back of the bulb. The bulb then turns 1/4 to 1/2 revolution to loosen and remove. Reverse steps for installation.
