Yes, it could be either. It could also be ignition problems, plugged fuel filter or a long list of OTHER possible problems. Don't just throw parts at it in hopes that you find the problem. Investigate and figure out what's wrong before you buy any parts.

sounds like you need a new fly wheel, the fly weel must be missing teeth so when you try and start it it doesn't catch the first time but might catch the next.
It may be a bad battery, jump starting usually works by attempting to assist the battery, if the battery is no good, jump starting may not help. If it turns over (the engine) you can try holding down the gas while cranking, or spraying 'starter fluid' into the intake prior to cranking the engine. It may also be that the starter motor is bad, and therefore not able to turn the engine over. It may be unlikely, but the engine could be flooded as well.

If it turns over very slowly, check for bad battery and ground connections. It should turn over quickly if you jump start it. If it doesn't, the battery connections are bad and/ or the battery is bad.
Connect a fuel pressure gauge to the injector fuel rail. Watch the fuel pressure when you start it. If the pressure drops off as the engine starts running bad, it's probably either the fuel pump or fuel filter.

You probably need to replace your ignition coil. This is a common problem. Whenever there are heavy rains or you go through a carwash, the car stalls and won't restart until the coil drys out. Something electrical has gotten wet. Letting it set overnight will sometime dry it out. Otherwise you need to find out what got wet. A can of CRC fast drying electronic cleaner will remove moisture and dry out connections. Sold at most auto parts stores.
don't be so quick blaming the starter you need to check the starter relay, your neutral safety switch,your ignition switch,your conections. your grounds. starter solenoid. if all that is good then look at the starter. they're pretty simple to replace the hardest part sometimes is getting to it ,but once you there is a piece of cake.(don't forget how the wiring goes)
here is a simple test to determing what or where the problem lies. is called the headlight start test. turn on your headlights,try to start the car(have someone do it) look at the headlights if the go dim you may have high resistance somewhere in the circuit.(bad solenoid ,starter motor) if the headlights stay bright then you have an open in the circuit. which simply means bad neutral safety switch,relay,poor ground.(not the starter)

the starter is on the passenger side of the engine compartment under the vehicle is the way to access it . First remove neg battery cable . then go to the starter itself and remove the pos bat cable and starter solenoid wire inspect the back of starter to see if a support bracket is installed remove the bracket as necessary. next remove the two 9/16 head bolts and dropthe starter . also there may be a stiffiner stut in the way that may have to be removed as well

If your car is spluttering and has loss of power when taking off from lights unless using high revs etc (especially when the motor is warm) the problem is with the rotor arm sticking. It's not due to moisture. My 2002 Matiz has had to have 2 new distributors because of this problem.
