The dashlights are connected to the taillight circuit with the same fuse so that when your tail lights go out, the dash lights will too and you will know so you won't ride around with no tail lights. Replace the fuse.
I did not find this to be a solution for my problem - fuses were not the issue. Following is my solution:
I had the lights on my dash and tail lights go out on my 1995 Grand Am 3.1 V6. After much investigation, it ended up being that the turn signal switch had gone bad. I got mine at Autozone - $79.99 for one with cruise, $69.99 for one without. SW860 for the non-cruise, SW859 for the cruise version. It is sometimes referred to as a multifunction switch - however, when I called and asked about that, it seemed as though the parts are NOT the same (MFS was much more expensive). Make sure you specify turn signal switch (that also controls the tail lights, headlights, etc).
In order to replace it, you need to remove the cover around the steering column - we couldn't get the lower part of the cover off and subsequently also had to pull the steering wheel (which also meant disabling the air bag), then remove the bad turn signal switch (which also controls the headlights, parking lights, tail lights, etc), pop in a new one, put everything back together (re-enabling the airbag) and then you can enjoy a life of dash lights and tail lights once again.

Exhaust Camshaft
Disconnect the negative battery cable.
Detach the ignition coil and module electrical connection. Remove the coil and module assembly-to-camshaft housing bolts, then remove the assembly by lifting it straight up.NOTE
Use spark plug wire removal tool J 36011 to disengage any connector that may have stuck to the spark plugs. Use the tool by first twisting, then pulling up on the connector assembly.
Disengage the electrical connection from the oil pressure switch.
For vehicles equipped with an automatic transaxle, remove the transaxle fluid level indicator tube assembly from the exhaust camshaft cover, then position it aside.
Disconnect, but do not remove from the vehicle, the timing chain housing at the exhaust camshaft housing.
Remove the exhaust camshaft cover and gasket, then discard the gasket. Be sure to loosen the housing bolts in the reverse order of the tightening sequence.
Clean all old gasket debris from the cover mating surfaces.
To install:
Position new camshaft housing-to-cover seals. No sealant is needed.
Apply pipe sealant 1052080 (or equivalent thread locking sealer) to the threads of the camshaft housing and cover retaining bolts.
Position the cover onto the housing, then tighten the bolts, in sequence, to specification. Tighten the camshaft housing-to-cylinder head bolts to 11 ft. lbs. (15 Nm) plus 90°, and the camshaft housing cover-to-camshaft housing bolts to 11 ft. lbs. (15 Nm) plus 30°.
Tighten the timing chain housing retainers.
Install the transaxle fluid level indicator tube assembly to the exhaust camshaft cover.
Attach the oil pressure switch electrical connector.
Reinstall any spark plug boot connectors that may have been stuck to a spark plug, back onto the ignition coil and module assembly.
Position the coil and module assembly over the spark plugs then push it straight down making sure it is firmly and properly seated.
Clean off any lubricant on the coil and module-to-camshaft housing bolts. Apply pipe sealant 1052080 (or equivalent thread locking sealer) to the bolts, then tighten them to 16 ft. lbs. (22 Nm) on the 2.3L engine and 11 ft. lbs. (15 Nm) on the 2.4L engine. plus 30°.
Attach the ignition coil and module assembly electrical connector.
Connect the negative battery cable, then start the engine and inspect for leaks.

It is located behind the fuse block on the driver's side. When you open the drivers door you can plainly see the fuse block. (marked "FUSES") Flasher is behind that. You have to get to it from unde the dash. Take out panels under steering wheel. If you get your head down by the brake pedal you can see it. When I changed mine, I took out the little bracket that holds it in and relocated it to a lower place. I clipped the flasher bracket onto the little access door closest to the emergency brake (on the panel that you have to take out). Luckily the wires were long enough to enable this, so if you have to change it again, it's alot easier.
