A fast flashing light means your turn signal flasher is about shot. It's a simple fix, usually under $6 for a new flasher, depending on the vehicle. If you can't find the flasher, turn the signal on and it will be clicking away in the fuse panel under the dash.

How do you replace turn signal indicator on a 2002 vw passat wagon?
GM seriously over-complicated something which should have been so simple. You can only get to the light through an access panel located in the shroud under the front bumper. Because the car sits so low to the ground, this requires you to jack the car up (always use jack stands), and then remove the two screws on the access panel and fold it out of the way. You then have to reach up inside the bumper to the back of the light. Squeeze the tab on the side of the socket and twist the socket to remove it from the turn signal housing. The light bulb itself can then be pulled straight out of the socket without twisting.

update, 2009
I just managed to change the turn signal light using a foot long screwdriver to push in the tab on the socket while simultaneously pushing on the other side of the socket with the two fingers that could just touch the socket opposite the tap. Look to the side of the headlight housing and you can just see the socket. It is on top of the light housing for the turn signal and the bulb sticks down. You will need to remove any watch and roll up your sleeves to reach the housing. I also pushed sideways with the screwdriver while holding in the tab with the screwdriver. Once it broke free is was easy to turn and remove and replace with a new bulb.
Same same on my 2000 Camaro.
I first used my phone camera and flashlight to get a good view of what I was feeling with the fingertips. Then with small flashlight resting on frame rail I could just see the goal (view between headlight housings). The foot long screwdriver goes through this peep hole, press the tab, push c'clockwise, 1/8 turn and presto it was loose. Note, flat blade screwdriver must be oriented so it holds tab down AND pushes sideways. Oriented the other way it slips off the tap. Socket can also be viewed looking almost horizontal from center line of car. Good luck! Change both while your at it.

At the top of the headlight there will be two horizontal bars that are either chrome or black. The normal position for this bar is clipped into a bracket on the radiator support. To change the light bulb, pull the bar out of the clip toward the front of the vehicle. Sometimes prying with a screw driver is helpful. After removing the bar from the clip pull straight up while rotating the bar from side to side. Why does hazard lights and stop lights and turn signals no longer work?
The very first thing to check is the flasher unit if nothing comes on or flashes. Then follow the below troubleshooting guide.
Bulb Troubleshooting (check in this order):
· Check Fuses
· Check Bulbs
· Check Relay(s)
· Check Light Switch(es)
· Check license plate light bulb and wiring
· Check trailer hitch wiring harness
· Check all wiring harnesses and wire
Most likely its the fuse or a burnt bulb breaking the circuit. Sometimes the license plate and/or the trailer hitch is wired into other circuits and can cause issues in other areas. Sometimes its wires grounding out somewhere on the vehicle. See sources and related links below for bulb information. See owner's manual for location and identification of fuses as well as for bulb replacement procedures.
