I just finished replacing the timing belt and water pump on a 1996 Rav4. I believe this is the same as the 1997. First, let me tell you that I have worked on many cars for many years and consider myself a very capable mechanic - however, this replacement was a true challenge.
The challenge was primarily due to the close proximity of the front of the engine vs. the side of the engine compartment and wheel well. I would recommend NOT attempting replacement of the timing belt or water pump, especially, on this vehicle as a DIY project unless you have a solid understanding of automotive function and repair. You will need specialty tools that are not always found in the average home garage. Air Impact tools are highly recommended for removal of the crank bolt...
:Not sure about 95 saturns. However, an engine, with central fuel injection, may have an idle control solenoid or an idle control motor. A faulty idle control can cause the rpms to flucuate and may be corrected with a cleaning and lubriation or may have to be replaced at a cost of approximately $75.00 for the part. The reason I say this is because the excelerator mechanism is not in contact with the idle control when driving.

Probably like mine. I have a 97 Grand Am SE with 3.1 V6. Its to the left of the manifold on the top round in shape. 2 bolts hold it to the throttle body. You might just try cleaning it before to see if it just has a carbon buildup. I did that and my idle problem went away.

If you mean set ignition timing, generally not although with certain VWs you need a scan tool instead of a timing light.
For any vehicle with adjustable ignition timing, there is a correct method for setting ignition timing which may require specific operating temperature and engine speed and possible unplugging something or pressing some buttons.
If you just want to get ignition timing somewhere near reasonable on a carbureted engine with no electronic spark timing or advance, you can plug a vacuum gauge into manifold vacuum and turn the distributor until the vacuum reading is highest.
A basic timing light can cost as little as $10 or so from an auto parts store and may also be available as a loaner tool.
If you're talking about setting cam timing, a timing light is not used.

If you have a cable operated throttle body it's probably a bad idle control. Depending on your parts supplier they might call the idle control an IAC or ISC or IBP. If you replace the idle control, you should first clean the inside of the throttle body thoroughly using throttle plate cleaner and either a soft brush or a rag, then run the engine for a few minutes.
If you have an electronically controlled throttle body, suspect a damaged throttle body or a broken wire near the connector at the throttle body.

First of all- the stupid question- have you put more gas in it? Secondly, I had a car run out of gas and then wouldn't start and it was because the fuel filter clogged, so no gas was making it to the engine. You may need to replace the fuel filter. Not sure if that is it or not, but the best guess I've got.
