To do this, get into the van (it helps to remove the rear seats), pop the plastic cover over the pull-down strap (this cover actually slides up), and the covers on both sides of the handle (these covers will pop from the front; use a flat-head screwdriver, insert it from the top). Once you get the covers off, remove the bolts using a 10mm socket. Remove the panel. I found out that it's easiest to remove the panel by pulling out from the bottom. Don't worry about pulling it. It's held only by pull-out pins. Once the cover is off, locate the latch. Just pull up on it and it should unlatch. Be careful not to fall off the rear of the van. Nando

I had a similar problem on a 93 Regal. I took the plastic housing off where the hood release originally was and was able to get a grip on the release cable. The cable goes out of the cabin near the steering column so you might be able to back track from that point. I would spring for a new cable though as it is a real pain opening the hood with the pliers. I taped the new cable to the old one and snaked thru the engine compartment pretty easily. Good luck.
To get it to creep into nooks and crannies well it has a fair percentage of solvents and other chemicals too. These greatly degrade the lubricating properties when compared to a regular oil.

The hood release mechanism under the hood is very secure from outside the car.
First, remove the plastic grill by removing screws and snap in fasteners. This can be done from the outside and from the front of the grill.
Next, the cover over the release mechanism must be forcibly opened up to access the mechanism inside. There is an existing small opening on the left side of the cover (facing vehicle) that can be widened by using a screw driver or small nose pliers to bend the metal back.
A long, flat tip screwdriver or a skinny punch can be used to reach in to the widened opening to either unhook the spring or push the release lever that the cable would normally pull. To push the release lever, the tool would be held horizontal and pushed to the right (when facing the front of the car). It is not necessary to remove the mechanism in order to open the hood.
