IT sounds like you may have a power brake booster leaking vaccume. Need to check rubber line going from booster to intake manifold for leaks. also need to put car in park with engine running,then push brake down and see if it fills hard or here a hissing sound. If so then replace brake booster. You may also have a engine miss check wires,plugs cap.

Truthfully, there isn't much you can do to get a great improvement, but you can change your air filter, make sure your tires have the correct pressure, clean out your intake, turn off the a/c, and just plain don't drive it hard. Avoid jerky starts, take your foot off the gas and coast as far as you can up to stoplights, don't accelerate hard, etc. Also, if you do a lot of highway driving, try setting your cruise control at 5mph slower, you may be surprised. In my car, theres a 4mpg difference between 70 and 75 mph. Don't feel like you're alone, the gas prices are killing all of us!

Sounds like it could be an electrical problem...possibly bad battery, alternator, or starter. If there is a sound sort of like a machine gun when you crank it, but the engine won't turn over, then it's the battery, and possibly the alternator; if there's just a clicking or whirring sound, that's the starter; if nothing happens at all, that's the alternator, and that also means the battery is probably dead. Has your red battery light come on on your dashboard? Also could be failed ignition control module, ignition coils, or badly worn spark plugs. I would check the battery, alternator, and starter first. If you can get the car jumped, take to an auto parts store, and they should be able to test your battery and electrical systems' integrity for free. Plus, I think you mean "quarts" not "liters" of oil. If the problem's oil related, I'd have the car checked for leaks with a compression test by a mechanic. Or it could be the computer going bad. Once again, a mechanic would be the best person to see. If it does turn out to be the computer, this is one of the very, very few times I would take it in to the dealer to have it fixed. The question should really be "How does positive crankcase ventilation work?" You can't ventilate a crank, it's either solid (roller bearing crank) or the only spaces are oilways.

Positive crankcase ventilation, PCV, is used to prevent a build-up of combustion gases in the crankcase. The piston rings prevent most combustion gases getting down the sides of the pistons and into the crankcase but a little does sneak past. This is called 'blow by' and increases as the engine wears. If there was no ventilation, pressure would build in the crankcase and cause oil leaks and other trouble. In early engines the crankcase was just vented to atmoshere via an oil trap so combustion gas fumes and some oil vapour escaped into the air. Later, to prevent this, the crankcase was vented instead to a low pressure part of the inlet system. The engine then consumes its own fumes. Originally this was just a flow restricting hole to the inle manifold but complication has crept in over the years. We have seen one-way valves, 'gulp valves' and similar all intended to hold the crankcase pressure just below atmospheric and get the engine to consume it own fumes without upsetting fuelling accuracy.

On diesel engines and supercharged engines a pressure lower than atmospheric can be created by putting a venturi in the the inlet. On a conventional gasoline engine the inlet is always below atmospheric pressure.
