Usually when the lights will not come on, you have to jostle the machine back and forth a bit till the transmission clicks into position. Some times it takes several attempts to get the shifter and transmission to accept the Park or neutral position. If that does not work, then I suspect that adjustment is needed. It appears to be normal for the position to be a bit tight.

Common cause could be a tire out of ballance or a bad tire, meaning the inside is separating. If your tire is out of balance the vibration you get will be at a particular speed usually over 45-50 mph, depends on how far out of balance the tire is. The fuse panel can have the wiring to the # 31 slot changed to one of the spare fuse slots which are undamaged in order to get your auxillary blower working. I'm not sure if the dealer does that kind of work but there are shops that specialize in auto electric systems.

I am assuming you have an automatic transmission in your 1991 Honda? The 'vibration' you describe is likely due to worn motor mounts/shock absorbers. These Hondas have three different motor mount brackets, each of which has a rubber vibration-isolating bumper in the mounting assembly. I replaced the ones in my 1992 Accord EX (auto transmission) and it definitely solved the problem. It's not as big a problem to fix as it may sound like, but may not be something you want to tackle by yourself if your are not mechanically-inclined. These parts, from HOnda, will be extremely pricey. I purchased my motor mount brackets by searching on eBay, and saved a considereable sum of money, and I coulnd't see any appreciable difference in quality. Check the engine and transmission mounts.
