You'll have to remove your console first. Once you've done this, you should see a cable with a couple of nuts on it running along the console. Loosen these nuts and then pull the cable casing forward until the inner cable has no slack in it and then tighten both nuts. Just make sure to check that it's working properly before you put it all back together. If you have it adjusted right, you should be able to turn the key from accessory to the lock position and pull the key out. If not, you need to work on that cable adjustment some more. This is a safety feature and there's no way to override it.

Removal Prior to removal of module, it is necessary to upload module configuration information to a scan tool equivalent to Ford's NGS,WDS, or PDS. This information needs to be downloaded into the new module once installed. Disconnect the battery ground cable. Raise and support the vehicle. Remove the hydraulic control unit (HCU) dust shield,located directly uder the driver's door area fastened to the subframe. Disconnect the anti-lock brake control module electrical connector. Slide the connector lock rearward. Remove the three HCU bracket to frame bolts. Lift the bracket hooks from the frame and lower the HCU to access the anti-lock brake module. Be sure to lift straight up to avoid damage to the HCU components. Remove the anti-lock brake module. Remove the bolts. Installation Once the new module is installed, it is necessary to download the module configuration information from the scan tool into the new module. NOTE: When the battery is disconnected and reconnected, some abnormal drive symptoms may occur while the vehicle relearns its adaptive strategy. The vehicle may need to be driven 16 km (10 miles) or more to relearn its strategy. NOTE: Clean the top of the HCU before installing the new module. NOTE: Clean the harness and module sides of the electrical connector before connecting. To install, reverse the removal procedure.

Why did you replace the starter if it was cranking? If an engine won't start, you have to find out why before you start replacing parts. Now you're in a position of wondering what part is bad and if you've made it worse by possibly installing something wrong. Go back to the basics, even on a computerized engine: Fuel, spark and compression are the best places to start. Try a little starting fluid to see if it will run. If it starts with starting fluid but dies when you stop spraying, you aren't getting fuel. It could be pump, filter injectors or something else. If it won't start with the starting fluid, pull a plug wire, connect it to a spare sparkplug, lay the temporary plug on a solid metal piece of the engine and have someone crank the engine while you watch the plug. If you don't get a spark, find out why. Last, if you have fuel and spark, check the compression. If compression is WAAAY down it could be timing belt.

91 Seville's use coolant tabs from factory, that can lead people to think they have engine problems. You should have your car a check by a mechanic who can use special tools to check for blown head gaskets or other problems.

I read in manual (2001 Windstar LX) that the keys can become un-keyed/disabled and need reprogramed. It had instructions and if that failed then you'd have to get one from dealer. (it strongly suggests getting an extra before you need it)
I don't think we can disbale the system but I will check if the manual has any suggestions.
Yes, you can replace just the "boots" on the end of a rack-and-pinion steering provided that the mechanism is not damaged. Unfortunately, the boot is just a dust cover and if the inner mechanism has started leaking there really isn't much that can be done without completely disassembling the mechanism. The fluid in a rack assembly is under pressure from the Power Steering pump and once it starts leaking the rack is pretty much "done".
