Low Compression usually means that the cylinder rings are worn. You should also do a leak down of each cylinder. That will pinpoint which cylinder/s are bad.

Remove the plastic cover from around the steering column.

Turn the old ignition cylinder to ACC (I know what you are about to say... If you can turn the cylinder, why replace it. Unfortunately I can't answer that. I had to drill out the old lock to replace the one on my saturn. Please consult a locksmith before doing so. You don't want to drill into the wrong parts.)

With the old cylinder turned to ACC, there is a small button on the side (probably upper right towards the air vents) Push this button in and the old cylinder should pull out. Installation is reverse of removal (without the drilling...)

Why is your fuel pump not getting power to it?

If your fuel pump is not receiving power it could be because a fusible link or fuse has blown, the fuel pump relay is not switching or the brain (ecu) is not triggering the fuel pump relay. To test it, pull the fuel pump relay and locate the coil prong and switch prongs on the relay. There is usually a diagram on the relay or the prongs are numbered. Prongs 85 and 86 are for the coil and prongs 30 and 87 are for the switch. Figure out ( carefully ) wich leads on the relay mount correspond with the prongs on the relay. Use a jumper between the switch leads ( 30 and 87 ) and have a friend stand by the fuel tank. Turn the ignition key to the on position and your friend should hear the fuel pump start to run. Don't run the pump for more than a few seconds. If it does not come on you have probably blown a fusible link or fuse. Remember to remove the jumper. If it does come on test the signal from your brain by using a volt meter or test light between the coil leads ( 85 and 86 ) on the relay mount. Have your friend turn the ignition key to the on position and the light should light up ( or the volt meter should show voltage ) for a few seconds then shut off. If this does not happen there is no signal from your ecu. If it does happen replace the relay.

Though you don't specify, it will be presumed that the key was inserted into the ignition switch and now will not withdraw. There were probably plenty of signs that this was imminent, such as difficulty inserting the key or the switch sticking in the START position. This is because dirt or sticky liquids often fall into the switch due to its location between the seats. (A safety feature, as the key will not jam into the driver's knee in a severe accident.) OTOH, the switch may have just worn out, as a 19 year old car is considered ancient by most terms. (I drive a 1987 Saab 900 with only 196K mi, and it runs better than most cars half its age.) First try squirting a penetrating oil such as Liquid Wrench or WD-40 into the key slot. This may free up the mechanism enough to withdraw the key. If that doesn't work, you will need to remove the center console. Details may be found in any good Saab 900 manual, but in brief: 1) Remove the driver's seat (may need an Allen-head wrench).

2) Remove any screws/bolts holding the shifting machanism into place.

3) Using the special 3-lobed socket, remove the 3-sided nuts that hold the metal box that contains the ignition switch.

4) Clean or replace the old switch.

5) Reassemble.

I JUST wrote in here 15 minutes ago pleading for someone to answer this because I had the EXACT same problem-just replaced the cluster, tried ressetting the codes by pulling off the positive cable, and my car would not run...After reading and searching for clues and answers on this website, I found that someones answer-try to lock the car and unlock the drivers side door WITH the key- the anti theft ligh stopped flashing and the car started right up and ran fine! It's behind the panel to the left of the cigarrette lighter. You need a Torx 25 screwdriver and another screwdriver for those hex shaped screws, forgot the size. First unscrew the 2 Torx 25 screws beneath the steering wheel. Then unscrew the rest of those Hex screws on the bottom. The panels overlap, so be prepared for a lot of unscrewing. You do need to unscrew the middle black panel on the bottom, right beneath the cig lighter. It's held by two Hex shaped screws, one on each side and are hard to unscrew. Also you need to remove your spare change sliding tray to unscrew the last hex looking screw. Once you pop your panel off, the turn signal flasher is the right one. The Hazard flasher is the left one. You can find a replacement part at Autozone, and DON'T get the $184 Flasher switch, all you need is the signal flasher. It's shaped like a cylinder with TWO prongs on it.
